With reference to your letter of 19th January, 1933
Reference 92608/32, relating to the proposal of the
Hong Kong Government to suspend payment of the final
instalment of their contribution towards the cost of the
new Naval Armament Depot at Stonecutters Island, I am
commanded by My Lords Commissioners of the Admiralty to
inform you that They venture to think that Sir Philip
Cunliffe-Lister has not correctly interpreted the
expectation of the Government of Hong Kong as to the date
of completion of the work.
The Governor in making his proposal of the 22nd
August, 1929, had stated that evacuation should be
completed and the two areas surrendered as soon as the
1. on 72779/30 final instalment was paid. But when on the 6th February,
1930, Their Lordships invited the Treasury to sanction the
Scheme, They referred to this statement and said that the
work might take "rather longer than two years to complete,
but this point can doubtless be adjusted satisfactorily
with the Colonial Government".
